What Is a Business Improvement Area?
A Business Improvement Area is a defined neighborhood district where local businesses and property owners contribute to a shared fund that pays for services beyond what the city provides. Think of it as a neighborhood pooling resources to make their commercial corridor cleaner, safer, and more attractive for customers and residents.
BIAs are funded through assessments on commercial properties within the district. The collected funds are managed by a nonprofit organization that contracts with service providers — like us — to deliver specific services. It’s a model that works because it’s driven by the people who care most about the neighborhood: the business owners who operate there every day.
Common BIA services include sidewalk and street cleaning, graffiti removal, landscaping maintenance, public safety ambassadors, and marketing and events. Not every BIA offers all of these, but cleanliness and graffiti removal are almost universal priorities. A clean neighborhood attracts customers, supports property values, and creates a sense of community pride.
SSC’s BIA Partnerships Across Seattle

Broadway BIA (Capitol Hill)
Capitol Hill is one of Seattle’s most dynamic neighborhoods, and it comes with significant graffiti and cleaning challenges. We’ve been working with the Broadway BIA since 2018, providing regular graffiti removal, pressure washing, and maintenance services. This six-year partnership has given us deep knowledge of the neighborhood’s specific needs and patterns.
West Seattle Junction
The Junction is the heart of West Seattle’s business district. Since 2018, we’ve helped keep the neighborhood’s sidewalks clean, storefronts presentable, and public spaces welcoming for the families and shoppers who visit daily.
15th Avenue East
Another Capitol Hill corridor, 15th Avenue East has its own character and its own cleaning challenges. We’ve been their cleaning partner since 2018, maintaining the streetscape that local businesses and residents depend on.
Chinatown-International District (CID)
The CID is one of Seattle’s most culturally significant neighborhoods, and keeping it clean and welcoming is essential for the businesses, residents, and visitors who make it vibrant. We’ve partnered with the CID BIA since 2018, handling graffiti removal and pressure washing throughout the district.
Columbia City
Columbia City has experienced tremendous growth in recent years, and with growth comes increased foot traffic and maintenance needs. Our partnership with the Columbia City BIA, active since 2018, ensures the neighborhood’s commercial corridors stay clean and inviting.
University District Partnership (UDP)
From 2020 through 2024, we partnered with the University District Partnership to provide cleaning and maintenance services in the U-District. The neighborhood surrounding the University of Washington presents unique challenges — high foot traffic, a diverse mix of businesses, and constant activity — and we were proud to serve the community during those years.
Services We Provide to BIAs
Our BIA service packages typically include several core components:
Graffiti Removal
This is one of the most critical services we provide. Graffiti left untreated invites more graffiti and signals neglect. We patrol BIA neighborhoods regularly, document new tags, and remove them quickly — typically within 24 to 48 hours of discovery. Pressure Washing
Seattle’s climate means sidewalks, building facades, and public spaces accumulate algae, moss, and grime year-round. Regular pressure washing keeps these surfaces clean, safe, and visually appealing. We adjust our techniques based on surface type — concrete sidewalks get high-PSI treatment, while brick and masonry get gentler approaches.
Litter Patrol and Maintenance
Beyond scheduled cleaning, our teams conduct regular patrols to pick up litter, empty overflowing trash cans, and address any emerging cleanliness issues. This ongoing presence makes a real difference in how a neighborhood looks and feels day to day.
