Most people have no idea what a Business Improvement Area is. That's fine. Even a lot of business owners who are technically inside one don't fully understand how it works or what they're paying for. I didn't either when I first started doing this work. But after serving Seattle's BIAs since 2018, I've come to see them as one of the smartest structures a commercial district can have for keeping things clean and functional.
This article explains what a BIA actually is, why it matters to your business, and how our work within these districts contributes to the clean, well-maintained corridors that benefit every business in the area.
What Is a Business Improvement Area?
A Business Improvement Area, or BIA, is a defined geographic district where property owners and businesses collectively fund enhanced services beyond what the city provides. These services usually include cleaning, safety, beautification, and economic development activities that benefit the district as a whole.
BIAs form when property owners within a proposed boundary vote to assess themselves an additional fee. That revenue is managed by a nonprofit organization that oversees service delivery within the district. By pooling resources, businesses fund a level of maintenance that no individual business could pull off alone.

Seattle's commercial corridors face persistent challenges. Constant rain spreads grime across surfaces. Dense foot traffic generates daily litter. Certain neighborhoods see frequent graffiti. Since 2018, Seattle Surface Cleaners has provided maintenance services to multiple BIAs across the city. Each district has its own challenges, but our core services are consistent.
Broadway BIA
The Broadway corridor on Capitol Hill is one of Seattle's most active pedestrian districts. High foot traffic, a mix of retail and dining, and proximity to transit create a constant flow of maintenance needs. We've provided litter abatement, sidewalk cleaning, and graffiti removal services in the Broadway BIA, and the consistency of our work has been recognized by district leadership. A Broadway BIA representative noted that our consistency improved corridor appearance across the district.
15th Ave E BIA
The 15th Avenue East corridor serves a residential-commercial mix in the Capitol Hill area. Maintenance here focuses on keeping the streetscape clean and inviting for both residents and the businesses that serve them.
West Seattle Junction
The West Seattle Junction is a neighborhood commercial district with strong community identity. Our services here support the district's goal of maintaining a clean, walkable environment that reflects the character of the neighborhood.
Chinatown-International District
The Chinatown-ID faces some of the highest graffiti activity in Seattle, on top of the standard challenges of litter and sidewalk maintenance. Our work in this district includes aggressive graffiti removal alongside routine cleaning services.
Columbia City
Columbia City is a diverse, growing commercial district in Southeast Seattle. Our maintenance work here has focused on keeping conditions stable throughout the corridor. A Columbia City BIA representative acknowledged that our services help keep conditions stable across the district.
Our Partnership with the University District Partnership
From 2020 through 2024, Seattle Surface Cleaners partnered with the University District Partnership (UDP) to provide maintenance services in the U-District. We were contacted by Marcus Johnson, the Clean and Safe Manager at UDP, to supplement their in-house crews.
The UDP maintained its own staff for daily operations, and we provided additional capacity for graffiti removal, deep sidewalk cleaning, and surge support during high-demand periods. This let the UDP scale its maintenance without expanding permanent staff.
Services We Provide to BIAs
While each district has specific priorities, the core services we deliver across Seattle's BIAs include:
Litter Abatement Routes
Scheduled litter pickup routes covering the district on a daily or weekly basis. Routes are designed to hit high-accumulation areas first: transit stops, intersections, planter beds, and alleyways. The goal is getting to litter before businesses and customers notice it.
Graffiti Removal
Rapid-response graffiti removal using surface-appropriate methods. In high-activity districts, this includes regular patrol routes that identify and address new tags before businesses even report them.
Sidewalk Cleaning
Scheduled pressure washing and surface cleaning for sidewalks, crosswalks, and public plazas within the district. This handles gum buildup, organic staining, and general grime accumulation.
Monitoring
Regular monitoring of district conditions to catch emerging issues like new graffiti, illegal dumping, and maintenance needs before they escalate. This proactive approach reduces emergency calls.
Event Support
Additional cleaning capacity before, during, and after district events that create maintenance needs outside the normal schedule.
The Goal: Proactive Maintenance
Across all districts, the objective is simple: handle issues before businesses need to report them. When a business owner has to call about graffiti or litter, the system has already failed. The goal is to address conditions routinely so individual businesses rarely need to make those calls.
This requires consistent scheduling, trained crews who know the district, clear communication with BIA management, and flexibility to adjust based on seasonal conditions and emerging issues.
